Framework combines Swift standards, regulated asset servicing and programmable compliance to support interoperable on-chain capital markets
Apex Group, Chainlink, T-REX Network and the ERC-3643 Association have implemented a modular compliance framework for on-chain bonds, aligned with Swift standards, demonstrating how established financial market standards can be combined with programmable compliance and interoperable blockchain infrastructure.
As part of the initiative, Swift has joined the ERC-3643 Association, further supporting the convergence of established financial market standards and open, on-chain compliance frameworks.
ERC-3643, the token standard for compliant tokenisation, has already been adopted by leading institutions in the tokenisation industry. By aligning the standard with Swift standards, the initiative gives financial institutions a common compliance framework and greater clarity on how to approach compliant tokenisation in an increasingly complex landscape.
Compliance requirements, including identity, investor eligibility and transfer rules, can be implemented once and reused across different blockchain networks. This enables institutions to distribute tokenised assets to investor networks across different blockchain ecosystems, allowing investors to access these assets through their preferred networks without requiring the compliance framework to be rebuilt for each environment.
The framework brings together five complementary components:
Apex Group provides the regulated asset servicing and operational environment and has worked with Swift to apply these standards to the representation and lifecycle management of bonds on-chain.
Chainlink provides the institutional infrastructure supporting secure cross-chain transfers of ERC-3643 tokens through the Cross-Chain Interoperability Protocol (CCIP), compliance enforcement through the Automated Compliance Engine (ACE), and high-speed pricing data from Data Streams.
T-REX Network provides the infrastructure through which these assets can be deployed once, managed from a single source of record and distributed across supported blockchain networks.
The ERC-3643 Association provides the open ERC-3643 compliance framework, enabling identity, eligibility and transfer requirements to be implemented as modular compliance rules directly at the asset level.
Swift standards provide the market-alignment layer, helping ensure that the representation of assets on-chain remains consistent with established financial market practices, data models and interoperability requirements.
The initial bond implementation demonstrates how an asset can be represented on-chain through the T-REX Network infrastructure, leveraging ERC-3643 for programmable compliance while using Swift standards and taxonomy to maintain consistency with existing capital markets processes and data models.
Peter Hughes, Founder and CEO of Apex Group, said:
“Tokenisation will only scale if institutions can use it without having to recreate the foundations of regulated markets on every new network. This initiative demonstrates a practical route forward, combining established financial market standards with programmable compliance and interoperable infrastructure. Together, these elements can provide the foundations needed to move tokenised assets from experimentation towards broader institutional adoption.”
The significance goes beyond a single bond issuance or blockchain. The initiative demonstrates a model in which financial market standards, asset representation, identity and compliance can operate as interoperable building blocks, enabling regulated assets to move across networks while maintaining a consistent underlying compliance framework.
Scaling digital assets will ultimately require market infrastructures, regulators, technology providers and financial institutions to work together on practical, end-to-end solutions. In that spirit, Swift, Chainlink, Apex Group, and T-REX Network are collaborating in connection with the Singapore FinTech Festival to showcase how the key building blocks of tokenised financial markets are coming together to support end-to-end digital asset workflows.
