Rubina Toorawa is the Country Head for Mauritius and Regional Head for India at Apex Group. She is responsible for setting the strategic direction of the business, overseeing operations, and driving sustainable growth across both jurisdictions, with a strong focus on governance, regulatory engagement, and client delivery. Rubina joined International Financial Services Limited (IFS) in 1999, which was subsequently acquired by Sanne and later became part of Apex Group. Over more than two decades, she has played a pivotal role in the growth of the business, holding several senior leadership positions including Chief Operating Officer and Director across key regulated entities. Prior to joining IFS, Rubina was a Senior Manager at PwC Mauritius, where she gained extensive experience across the financial services, textile, and tourism sectors, including the management of overseas projects financed by international financial institutions. Earlier in her career, she spent six years with KPMG in Manchester, working across banking and financial services, including value‑for‑money audits. With over 40 years of professional experience, Rubina brings deep expertise in fund structuring and administration, accounting, auditing, taxation, and consultancy. She is a Fellow of the Institute of Chartered Accountants and holds a BSc (Hons) in Computer Science and Accounting. In April 2026, Rubina was elected Chairperson of Mauritius Finance, the industry body representing the Mauritius International Financial Centre, having previously served as a Board Member. She is also a member of the Economic Commission of Business Mauritius and actively contributes to policy dialogue and the strategic positioning of Mauritius as an international financial centre. Maheshwar Doorgakant is a fellow of the Institute of Chartered Accountants of England and Wales. He is the Regional Head of Client Relationship Management and Deputy Country Head at Apex in Mauritius. Mahesh holds a number of directorships on the Boards of numerous India and Africa focused funds and companies through which he has acquired extensive experience and knowledge of key industries in India and its principal capital markets, as well as Africa. Mahesh has been the president of the executive committee of Mauritius Finance and the Association of Trust and Management Companies of Mauritius. He has also been the vicepresident of the Mauritius Society of Chartered Accountants. Prior to joining Apex Mauritius, he was the Group Financial Controller of a major listed group in Mauritius.

Shyam Oodit is a seasoned Business Development Specialist with 15+ years of experience across Africa, Asia, and the U.S., focused on financial services, investment advisory, and economic diplomacy. As a Triple Crown Chartered Finance Professional (CFA, FRM, CAIA), he is the only professional in Mauritius to hold all three designations and is among a small group globally to have achieved this distinction. With deep ties across African economic ecosystems, Shyam has built long-standing partnerships with governments, business associations, and the U.S. investment community, helping position Mauritius as a gateway to Africa and Asia. His background across both public and private financial services, together with his current role at Apex Financial Services (Mauritius) Ltd as Business Development Manager, reflects strong experience in capital markets, FDI strategy, and cross-border partnerships. Beyond finance, Shyam is a published researcher and part-time lecturer at leading tertiary institutions in Mauritius.
